NPDES Phase II Municipal Stormwater Permit Program

The City of Tukwila has obtained coverage under a NPDES (National Pollution Discharge Elimination System) Phase II Municipal Stormwater Permit issued by the Washington State Department of Ecology. The NPDES is a federal requirement under the Clean Water Act that regulates stormwater and wastewater discharges to waters of the State. The permit requires that all affected municipalities create and implement a Stormwater Management Program (SWMP), which address five required program elements. These elements are:

  1. Public Education and Outreach
  2. Public Involvement and Participation
  3. Illicit Discharge Detection and Elimination
  4. Construction Site Run-Off
  5. Operations and Maintenance of Post Construction Stormwater Facilities

Each of these required elements has different implementation schedules but all program elements must be fully implemented within the five-year permit term.

East Marginal Way So. Stormwater Outfalls Project

The City of Tukwila’s Public Works Department is currently in the design phase for the “East Marginal Way So. Stormwater Outfalls Project”. This project is located in the Boeing/East Marginal Way area and will provide flow control and stormwater quality treatment utilizing Low Impact Development (LID) techniques for drainage connections to the Duwamish River. In recognition, this project is made possible through a $120,000 grant awarded to the City by the Washington State Department of Ecology.

NPDES Stormwater Education and Outreach Program Survey

The City's National Pollutant Discharge Elimination System (NPDES) Phase II general permit requires that the City measure its residents understanding of the City's stormwater system. To meet this requirement,

The 2010 Stormwater Management Program (SWMP) included a 15 question survey with the utility bills of 1,000 randomly selected residents with a zip code of 98168.

The 2011 SWMP included a partnership with the City of Kent in which Hebert Research Inc. conducted a Stormwater Community phone survey of 204 randomly selected residents. 100 of these phone surveys were in Tukwila with a zip code of 98168. The remaining phone calls were given to Kent residents.

GIS Mapping

The City began a Geographic Information Systems (GIS) mapping project in 2003 and just completed mapping area seven of eight. Mapping includes all receiving water body outfalls, all public surface water pipes 8" and larger and information such as pipe invert, material and its condition. All GIS information is added to the City's GIS Database and is instrumental in the managing and development of our stormwater system. The GIS Database will continue to be refined as needed.

This GIS mapping has been made possible through the City's Storm and Surface Water Utility fund and a Washington State Department of Ecology Capacity Grant.

SWMP Development

The SWMP describes the tasks and schedule for full implementation of the Phase II Municipal Stormwater Permit. The SWMP is a living document that will be updated annually. Surface Water Management staff are currently tracking, reviewing, and maintaining component information to continue with evaluating and updating each component of the SWMP.

Annual Report - The permit requires the City to submit annual reports to the Department of Ecology no latter than March 31st for the proceeding calendar year. An annual report was not required for 2013.


NPDES Update:

The Department of Ecology issued Tukwila new Western Washington Phase II Municipal Stormwater Permit August 1, 2012 which went into effect August 1, 2013. This permit was later modified January 16, 2014 with an effective date of January 16, 2015. The phase II Permit now covers over 80 cities and portions of five counties.
