Comprehensive Plan Community Report Meetings in Fall, 2014

The City of Tukwila, along with Global 2 Local and Forterra, hosted two meetings at Showalter Middle School and one at the Abubakr Islamic Center in Fall, 2014 to report back to the community on the Comprehensive Plan. During spring, 2014, residents and business owners provided significant feedback to City staff regarding their priorities and potential City policies that would positively affect the community. The Fall, 2014 meetings were an opportunity to hear how that feedback and input were incorporated in the Comprehensive Plan to date and about the next steps are in the overall Comprehensive Plan update. Interpretation was provided in Amharic, Arabic, Burmese, Somali and Spanish languages.


City Council Public Hearing – August 25, 2014

On August 25, 2014, the City Council held a public hearing on the Planning Commission’s recommendations for the new Parks, Recreation and Open Space element, and changes to the current Community Image and Identity, Tukwila South, Economic Development, and Roles and Responsibilities chapters. Members of the public provided both in-person and written comments. The City Council will consider all comments in a work session, and will take action on the 2014 portion of the required Comprehensive Update prior to the June 30, 2015 deadline.

Planning Commission Public Hearing - July 24, 2014

During July, 2014, Tukwila’s Planning Commission held a work session (7/22/14) and public hearing (7/24/14) on including the proposed revisions to the Economic Development and Tukwila South elements.

Review Materials:

After hearing from the public at the hearing on 7/24/14, the Planning Commission deliberated, and made recommendations which were forwarded to the City Council for public input, consideration and action to occur prior to June 30, 2015.


Planning Commission — June, 2014

The Planning Commission reviewed the new Parks, Recreation and Open Space element, and updated Community Image and Identity, and Roles and Responsibilities elements in June, 2014, at a work session on June 24, and a public hearing on June 26. After taking comments from the public at the hearing, the Planning Commission prepared recommendations which will be forwarded to the City Council. The City Council will hold a hearing, consider the proposed changes, and take final action before June 30, 2015.

  • Parks, Recreation and Open Space (PROS)—This new chapter sets a future path for the City’s parks, open spaces and recreation programs in order to provide access to recreational opportunities for all, and encourage healthy living.
  • Community Image and Identity—This element discusses land use and related issues that affect how the City develops and functions physically in general. It discusses the City’s ensuring a positive identity and image for Tukwila as seen and experienced by the Tukwila community itself, and throughout the region.
  • Roles and Responsibilities—This element discusses how to provide a good foundation for all residents, ensure safety and security, encourage communication and involvement with the entire community, and the City’s role in the region.

Teen Kick-Off - June 17, 2014

Planning staff joined students from Foster High School and Showalter Middle School at the Teen Kick-Off on June 17, 2014. Teens shared their opinions on safe walking routes, the best houses to live in, and what they want Tukwila to be like in 2035.



Community Conversations
March 6 & 8, 2014

Community Conversations - City get-togethers with citizens about the City’s Comprehensive Plan update - were held on March 6 at Showalter Middle School, and on March 8 at Tukwila’s Community Center. These conversations were attended by nearly 200 Tukwila community members, including the Mayor, City Council members and other interested persons.

The conversation got started with community members sharing one word to describe Tukwila. Click here to see what they said.

They voted for their preferred housing and building types.

Attendees discussed what they liked about their neighborhoods and what positive changes they would like to see. They shared ideas for the future of Tukwila International Boulevard and their desired options for healthier living, and answered survey questions on the same topics.

Community Conversations brought the community together to discuss their priorities in order to help prepare Comprehensive Plan policies. When adopted, Comprehensive Plan policies will help guide future spending for programs, improvements and development for neighborhoods, housing, Tukwila International Boulevard, and healthy living choices.

Non-profit agencies Forterra, Global to Local, and Futurewise partnered with the City of Tukwila to provided assistance, as did members of Tukwila’s pilot Community Connectors outreach program. Spanish, Somali, Arabic, Tingrya, Amharic, Burmese and Bhutanese language interpreters enabled non-English speaking community members to participate in the conversations. Food and childcare were provided at both meetings.

Outreach: Tukwila citizens were invited to participate in Community Conversations by postcards sent to all homes and businesses, email messages to interested groups, messages on utilities bills, an article in the “Tukwila Reporter,” information on the City of Tukwila website, and in-person outreach by the Community Connectors.

Programs: Both Community Conversations covered the same topics in different formats, so that individuals could attend on the day that was more convenient for them. The March 6 evening meeting had a formal program and agenda with facilitated discussion. The March 8 morning meeting was a “drop-in” event with topic-specific stations; participants received a small appreciation gift after visiting all stations.

Results: The results of the meetings will be posted and distributed later in the year.

What is the Comprehensive Plan?

Tukwila's Comprehensive Plan is the guiding document or "blueprint" for how Tukwila will manage future growth and development. It is a broad statement of community goals and policies that directs the orderly and coordinated physical development of the City for the next 20 years. Tukwila's Comprehensive Plan anticipates change and provides specific guidance for future legislative and administrative actions. The plan reflects citizen involvement, technical analysis and the judgment of decision-makers.

Tukwila's Comprehensive Plan was adopted in 1995 and updated in 2004. There are opportunities to amend the Plan every year, but its basic objectives remain constant. They are:

  • To improve and sustain residential neighborhood quality and livability
  • To redevelop and reinvigorate the corridor along Tukwila International Boulevard
  • To redevelop and reinvigorate the industrial uses along East Marginal Way
  • To develop a thriving Urban Center as a true center of employment, housing, shopping, and recreational opportunities for Tukwila and the region

Tukwila's Comprehensive Plan is a flexible framework for adapting to real conditions over time. The Plan's building blocks include elements of land use, transportation, housing, neighborhoods, economic development, capital facilities, utilities and the natural environment.



Why Update the Comprehensive Plan?

State law requires that Washington cities - including Tukwila - review their Comprehensive Plans and adopt any changes that are needed by June 30, 2015. The last required update was completed in 2004.

Tukwila is currently reviewing and updating its Comprehensive Plan to ensure that it meets statewide planning regulations, includes regional growth targets for housing and employment, and reflects the community's priorities. During 2013, Comprehensive Plan policies and development codes for capital facilities, utilities, transportation and the natural environment were adopted. During 2014-2015, policies for housing, residential neighborhoods, transportation corridors, economic development, community image, roles and responsibilities and Tukwila South will be considered. In addition, a new parks chapter will be developed.

We are reviewing the Comp Plan’s goals and policies to ensure that they reflect priorities that the community expressed during Tukwila's Strategic Plan development in 2012. The Comprehensive Plan will also be edited for clarity and to be easier to read online.

March 27, 2015: Council and Planning Commission met at the 6300 Building at City Hall for a special joint work session to provide direction on the updates to the Housing Element and Residential Neighborhoods Element of the Comprehensive Plan. Councilmembers and Planning Commissioners came to consensus on the policy issues for staff to explore. Following the work session, staff will use the agreed upon inventory of issues as the basis for drafting updates to the goals and policies of both elements.

In October, 2015, the Tukwila City Council completed Tukwila’s phased periodic update of the Comprehensive Plan by adopting Ordinance #2482. The updated 2015 Comprehensive Plan follows as a single pdf.

2015 Environmental Review

An addendum to the Final Environmental Impact Statement (10/95) for the Comprehensive Land Use Plan was issued on July 6, 2015. It covers proposed changes to the Comprehensive Plan that will be considered in 2015. These changes are part of the periodic review and update that is required according to the Washington Growth Management Act (GMA) per RCW 36.70a.130. The entire review/update is due to be completed by the end of 2015.

January 8, 2015: The first Planning Commission and City Council joint work session was held at the Tukwila Community Center to review background information, and to discuss a vision for the future of the Tukwila International Boulevard District, as well as strengths for successful redevelopment of the area. The City of Tukwila worked with consultants specializing in urban design, as well as office, residential and retail markets, to help facilitate the discussion.

February 25, 2015: The second PC/CC joint worksession was held at Showalter Middle School. Urban design, housing, office and retail market consultants used input from the prior work session to articulate a vision for the Tukwila International Boulevard district, provide analysis for redevelopment conditions, and to sketch preliminary urban design opportunities for the area.
