Tukwila City Council  

Tukwila is a Code city with a Mayor-Council form of government in which the Mayor and Councilmembers are elected directly by the voters. In Tukwila, the City Council forms the legislative branch of government. The Council has the authority to set Tukwila's policies and enact Tukwila's laws, while the Mayor is responsible for the enforcement of the policies and laws. The Council has no direct authority over department heads; they are hired by and directly supervised by the Mayor.

In addition to enacting laws and policies, the City Council adopts a City budget, enters into contracts, imposes taxes, owns and operates utilities, enacts building codes and ordinances, adopts a comprehensive plan and zoning regulations to control land use among many other responsibilities.

All of our Council meetings, including committee meetings, are open to the public. Near the beginning of each Council meeting, time is set aside for citizen comments, when anyone may address the Council on items not listed on the agenda. Please realize that the Council may not be able to take immediate action on your comments until they are referred to a committee. The only meetings which are not open to the public are Executive Sessions, where confidential matters such as the purchase of land, legal issues and personnel issues are discussed.

Regular Meetings are held the first and third Mondays of each month at 7:00 p.m. at City Hall. At these meetings the Council conducts general and routine business and adopts ordinances and resolutions. At these meetings, the Mayor presides but does not vote unless it is to break a tie.

Committee of the Whole (COW) meetings are held the second and fourth Mondays of each month at 7:00 p.m. at City Hall. The COW meets to coordinate the work of the committees and to discuss items before they are referred to a Regular Meeting. No official action is taken other than referring matters to committees or a Regular Meeting. The Council President presides at Committee of the Whole meetings.

The City's Legislative Analyst works for the Council and assists by providing analysis, information, research, and coordination of information. The Legislative Analyst prepares and distributes the agendas and minutes of Council committee meetings.
